PPP Center of the Philippines
>Conduct review of projects to be approved by the Investment Coordination Committee – Cabinet Committee (ICC-CC)
• Conduct initial review of projects including the Value for Money (VfM) Analysis;
• Review the validity of the financial model and underlying assumptions of the Feasibility Studies; and
• Examine the bankability and financing structure of projects, validate the reports and other documents submitted by the respective Government Implementing Agencies (IA).
>Provide secretariat services to the ICC-CC with the following activities:
• Maintain an ICC Project Appraisal Monitor, a tool in the generation/identification of PPP projects requiring review and approval by the ICC;
• Submit proposed agenda, prepare minutes and other necessary documentation (i.e., follow-up letters);
• Serve as liaison between the PPP Governing Board and ICC-CC; and
• Prepare and consolidate all materials and evaluation report for the timely approval of projects by the approving bodies.
For Presidential Management Staff
• Provides responsive technical support and assistance to the Office of the Assistant Secretary for Monitoring of Public Concerns as Chairman of PMS Provident Fund and PMS Healthcare Committee;
• Prepare action documents (ie., Meeting Agenda, Summary of Agreements, and Materials);
• Prepare summary of agreements and resolutions;
• Provides support for the establishment of the approved quality policy and objectives of PMS which is the second indicator of the third stage in establishing an ISO 9001:2008-aligned Quality Management System (QMS) in QMS Planning, Workplace Environment, Training and Development, and Internal Audit;
• Reviews quality policy and objectives of Monitoring of Public Concerns (MPC);
• Develops and implements a feedback mechanism to strengthen communication with officals and employees (eg., satisfaction survey, email, or suggestion box);
• Provide inputs in the implementation of a feedback mechanism;
• Participates in the conduct of fruitful and successful Board Meeting to discuss and cascade information relative to the respective concerns and issues of borrowers.
