Good day! I am Vonkeizer Morales Bulan, a 24-year-old professional from San Nicolas, Ilocos Norte. I am a graduate of Bachelor of Arts in Communication from Mariano Marcos State University, and I am currently pursuing my Juris Doctor degree at the same institution.
I am a Civil Service Professional passer with a rating of 85.71%, which I believe reflects my commitment to excellence and my readiness to serve in any professional or government setting.
My background is a combination of communication, legal work, and administration. During my internship at the MMSU Office for Strategic Communication, I developed skills in crafting messages, managing outreach, and building communication strategies that connect with people. I also completed an externship at the Public Attorney's Office in Laoag, where I assisted with legal documentation, handled clerical responsibilities, and engaged directly with clients — an experience that sharpened both my legal knowledge and my people skills.
Earlier, I also had the opportunity to intern at the PNP Headquarters in Laoag, where I supported the Investigation Section and Info Desk — contributing to public information and the pursuit of justice.
Beyond my experiences, I bring strong skills in written and verbal communication, legal research, creative writing, leadership, and computer applications such as MS Office and Adobe. I also served as Executive Secretary of SCALE at MMSU, which trained me to be organized, responsible, and dependable under pressure.
I am fluent in English, Filipino, and Iluko, which allows me to communicate effectively across different audiences and communities.
